The Supreme Court of Pakistan has directed an investigation into the alleged misconduct of Lieutenant General (R) Faiz Hameed, former Director-General of the Inter-Services Intelligence (ISI), in connection with the Top City housing scheme case.

The case revolves around serious allegations made by Moeez Ahmed Khan, the owner of the Top City Housing Scheme, against Lt-Gen (R) Faiz Hameed and his associates. In 2023, Khan filed a petition before Chief Justice Qazi Faez Isa’s bench, claiming a grave breach of legal conduct.

According to the petition, in May 2017, Rangers personnel and ISI agents conducted an unauthorized raid on the Top City office and the residence of Kunwar Khan, a key figure associated with the housing scheme. During the raid, security forces allegedly seized valuable items, including gold, diamonds, and cash, under the pretext of a terrorism investigation.

The petition further alleges that following the raid, Sardar Najaf, Hameed’s brother, along with a brigadier, contacted Kunwar Khan to arrange a meeting. During this meeting, Hameed reportedly promised to return some of the confiscated items but allegedly withheld 400 tolas of gold and a substantial amount of cash.

Additionally, Kunwar Khan has accused Hameed of malicious prosecution and claimed that retired ISI brigadiers Naeem Fakhar and Ghaffar exerted undue pressure on him to pay 4 crores in cash and support a private television network. The petition also highlights allegations that several former ISI officials were involved in an unlawful takeover of the Top City Housing Society.

The Supreme Court’s order to investigate these allegations marks a significant development in the case, with potential implications for those involved in the alleged misconduct.
